Developing and Strengthening Infant/Toddler Specialist Networks: A Guide for States and Territories

This toolkit by the Child Care State Capacity Building Center is focused on building and leveraging Infant/Toddler Specialist Networks (ITSNs), which are designed to provide support to the infant/toddler caregiver workforce, as a tool to improve the quality of early care and education. This toolkit is geared towards those invested in leading quality infant/toddler care and will show them how ITSNs can support the infant/toddler early care and education workforce and increase access to high-quality care. This document also provides an integrated, stage-based approach to implementing ITSNs and describes concepts to support, strengthen, and enhance existing ITSNs.
